Novel Outcome Measures in ASD — Request for Applications
Grants awarded through this RFA were intended to develop and validate outcome measures that are suitable for use in intervention studies that target the core symptoms of autism spectrum disorder. Such measures should provide objective data with strong psychometric properties, be scalable for use in large, multisite studies, not be unduly burdensome to participants and families, and have evident clinical relevance. They would ideally capture naturalistic rather than laboratory behavior and be applicable to subjects across a wide range of ages and levels of functioning.

Intervention studies for autism spectrum disorder (ASD) are hampered by a lack of reliable and sensitive measures to assess treatment response, whether the interventions are behavioral or pharmacological in approach. Instead, treatment research commonly relies on subjective parent- and clinician-reported assessments that show inadequate psychometric properties, are highly susceptible to placebo effects, and may not be specific to ASD-related impairments. Some semi-objective clinician-administered measures are available, but these remain early in development or are not specific to ASD. A few objective measures, such as eye-tracking, have been used as treatment outcomes, but the psychometric properties and clinical meaningfulness of these measures have not been demonstrated adequately.
Objective outcome measures that are both reliable and sensitive to change would permit smaller and shorter studies and would help to minimize false-negative results. The greater statistical power afforded by such measures would also facilitate studies in subpopulations that might be more likely to benefit from a specific treatment approach.
A previous request for applications (RFA) for novel outcome measures research was issued by the Simons Foundation Autism Research Initiative (SFARI) in 2015. The grants awarded under that RFA, described here, enabled progress on several assessment approaches, but none are fully validated or ready for broad deployment at this time.

Applications must be submitted via proposalCENTRAL (pC). To start an application in pC, users must first log in to their pC account.
To create a new account, go to proposalCENTRAL and click “Create one now” under “Need an account?” Fill in the required fields, check the boxes to agree to pC’s terms of service and acceptable use policy, and click “Save.”
If You Have an Existing Account in pC
For all users with a pC account, log in under “Application Login” at proposalCENTRAL and select “Create New Proposal” or click on the “Grant Opportunities” tab. Scroll down to “Simons Foundation” and click “Apply Now” for the “Novel Outcome Measures in ASD Request for Applications” program to start the proposal and access the templates. After all sections are completed, you will be able to click on the “Submit” button to send.
To submit an application, you must complete the following proposalCENTRAL sections:
- Title Page: Enter the proposal title in this section.
- Download Templates and Instructions: All templates necessary to complete your proposal are available for download in this module (or the Proposal Attachments module, where attachments are submitted as PDF-only files; see the Proposal Attachments section below for more details).
- Enable Other Users to Access This Proposal: This section allows you to give other users access to your grant application. You have the option of giving them one of three levels of permission: View, Edit or Administrator.
- Applicant/PI: The principal investigator (PI) should be listed here. For grants with multiple PIs, the contact PI should be listed here.
- Organization/Institution: Contact information for the signing official and the financial/fiscal officer from your institution is required; select the correct person or enter new names in this
- Key Personnel: Indicate key personnel, including but not limited to: PIs, co-investigators, consultants and postdoctoral research associates. In rare circumstances, the applicant organization may designate multiple PIs who share the authority and responsibility for leading the project, intellectually and logistically. For more information on the responsibilities of PIs, please refer to the Simons Foundation policies.

- Budget Period Detail: Enter your budget period detail in this section.
- Award start date: Proposals selected for funding will be announced by June 4, 2019, and funding will begin on July 1, 2019.
- Indirect costs (IDC): IDCs are limited to 20 percent of direct costs. The following items may not be claimed as IDCs: equipment, tuition, and any subcontracts with budgets including IDCs. IDCs paid to a subcontractor may not exceed 20 percent of the direct costs paid to the subcontractor. While IDCs on most equipment are not allowable, IDCs on small equipment (costing up to $10,000) are permissible.
- Equipment: The Simons Foundation (SF) will own equipment purchased with SF grant funds with a unit cost of $50,000 or more. At the end of the grant funding period or in the case of grant termination for any reason, SF reserves the right to retain ownership or cede ownership to the PI’s institution. Equipment with a unit cost of less than $50,000 shall be the property of the institution.
- Budget: The maximum budget is $300,000 per year, including indirect costs, for two or three years. Exceptions with strong justification will be considered but are not encouraged.
- Multiple PIs:
- Please note that the applicant PI will be the designated contact PI for the project. The contact PI will be responsible for directing the project and will coordinate all administrative deliverables.
- Applications with multiple PIs from different institutions who would like to be paid separately must upload in the Proposal Attachments section:
- Signed signature page for each PI (available for download in the Proposal Attachments and Download Templates and Instructions sections).
- Budget template for each non-applicant PI (available for download in the Proposal Attachments and Download Templates and Instructions sections).
- The direct and indirect costs for all non-applicant PIs. Direct costs must be included in section 8 (Budget Period Detail) in the Consortium & Contractual Direct section, and indirect costs should be included in the Indirect Costs section. Please add a separate line for direct costs and one for indirect costs for each non-applicant PI.
- Applications with multiple PIs from different institutions who will be paid directly by the contact PI’s institution are considered subcontracts. Please refer to the subcontract instructions in section 8f below.
- Applications with multiple PIs from the same institution do not need to submit additional materials. Additional non-applicant PIs should be listed as key personnel in section 6 (Key Personnel) and section 8 (Budget Period Detail), and only one signature page is needed.
- Subcontracts:
- Applications with subcontracts (including PIs who will be paid directly by the contact PI’s institution) must submit:
- Subcontract detailed budget (available for download in the Proposal Attachments and Download Templates and Instructions sections) for each subcontract.
- Subcontract direct and indirect costs. Subcontract direct costs must be included in the Consortium & Contractual Direct section, and subcontract indirect costs should be included in the Indirect Costs section. Please add a separate line for direct costs and one for indirect costs for each subcontract.
- Applications with subcontracts (including PIs who will be paid directly by the contact PI’s institution) must submit:
- Budget Summary: The budget summary will populate from the saved detailed budget.
- Organization Assurances: Indicate use of human participants or vertebrate animals in this section and status of approval from the institutional review board or Institutional Animal Care and Use Committee. Grants cannot activate without current human participant and/or animal research ethical approval.
- Proposal Attachments: The following documents are to be uploaded in this section, where they are also available for download:
- Proposal narrative: The proposal narrative should not exceed four pages (excluding references, figures and figure legends). Proposals should include specific aims, background relevant to the application, significance of the proposed studies, preliminary results, experimental design, pitfalls and alternative strategies, and a timeline with milestones. SFARI’s preference is for figures to follow the narrative rather than be embedded in the text.

- PI data sheet: Your professional profile will populate this section of the application. If revisions are required, please select “Edit Professional Profile” and go to section 4 (Personal Data for Applications).
- Validate: You must click the “Validate” button to check for any missing required information or files. All missing required information will be listed on the screen. Please supply any missing information before proceeding to the next step.
- Signature page(s): The signed signature page is available for download in this section and must be signed by the signing official, then re-uploaded in the Proposal Attachments section. Applications with multiple PIs from different institutions who would like to be paid separately must submit a signed signature page for each PI institution.
- Submit: You will be unable to submit if you have not provided all the required information. Any missing information will be listed on the screen. If your submission is successful, you will receive a confirmation message on the screen and a confirmation email.

Where do I submit my application proposal?
Applications are online through proposalCENTRAL. New users first need to create a user account on proposalCENTRAL. For instructions on how to create a user account, please see question 2. For all users, log in and select “Create New Proposal” or click on the “Grant Opportunities” tab. Filter the grant maker by “Simons Foundation” and click on “Apply Now” next to the “Novel Outcome Measures in ASD Request for Applications” program. Once all sections are complete and the attachments are uploaded, the “Submit” button will be activated.
How do I create a proposalCENTRAL user account?Go to proposalCENTRAL and click “Create one now” under “Need an account?” Fill in the required fields, check the boxes to agree to proposalCENTRAL’s terms of service and acceptable use policy, and then click “Save.”

Eligibility
Can postdoctoral associates apply as principal investigators (PIs)?
No, postdoctoral associates may not apply as PIs. All applicants and key collaborators must hold a Ph.D., M.D. or equivalent degree and have a faculty position or the equivalent at a college, university, medical school or other research facility.
Can multiple PIs apply for a grant?Yes. If the proposal includes multiple PIs at more than one site, all investigators should have demonstrated prior success in similar collaborations.
For projects that have multiple PIs at different institutions, applications must be submitted by the PI designated as the contact PI and his/her institution. All applicants and key collaborators must hold a Ph.D., M.D. or equivalent degree and have a faculty position or the equivalent at a college, university, medical school or other research facility, and must submit a biosketch and a list of current and pending support.
Applications with multiple PIs from different institutions who will be paid directly by the contact PI’s institution are considered subcontracts.
Can foreign institutions apply for a grant?Yes. Please upload, if available, a copy of your U.S. Internal Revenue Service (IRS) 501(c)(3) determination or equivalency letter as part of the application. The Simons Foundation requires a determination letter from the IRS stating exemption under 501(c)(3) and, furthermore, a 509(a)(1), (2) or (3) classification. If an international institution is selected for funding and does not have this documentation, the Simons Foundation will require the institution to complete an equivalency determination with NGOsource (see Simons Foundation policies).
How are applicants selected?Applicants will be selected based on qualifications and experience with the topic(s) relevant to the program. Competitive applications will receive external peer review. Notification of application status is expected by June 4, 2019.

Submission Instructions
Can I email or mail my application?
No, all applications for the 2019 Novel Outcome Measures RFA must be submitted online through proposalCENTRAL, which will be open for applications beginning on January 14, 2019.
Is the Notice of Intent required for application submission? Is it the same as a Letter of Intent (LOI)?No, the Notice of Intent is not required, but we request that investigators who intend to submit a proposal send an email by February 15, 2019, with the intended investigators’ names and affiliations and their intended proposal’s title to [email protected] with the subject line: Novel Outcome Measures RFA Notice of Intent.
The Notice of Intent is not the same as a formal Letter of Intent. Approval is not required for application submission.
Can someone else (assistant, staff member, etc.) submit my application for me?Yes, you can add users with administrator access to the proposalCENTRAL application so that someone other than the PI can edit and submit the application. To add another user, go to section 3, Enable Other Users to Access This Proposal, and complete the required fields.
Does the PI need to sign the signature page?No, only the signing official is required to sign the signature page.
Is validating my proposal the same as submitting it?No. Validating checks for errors and omissions and will alert you to missing application requirements. If the application is complete, you must then click “Submit.” You will receive an email within 10 minutes, and you should contact [email protected] if you do not receive confirmation and do not see your application in the “Submitted” drop-down tab or with the status changed to “Submitted.”
I get an error message citing a missing section when I try to submit.The “Validate” process reviews your application for missing sections. The submission instructions list the required sections and attachments. You must complete the missing sections listed. If you are still receiving error messages after completing and saving the indicated sections, please contact [email protected].
Where is the “Submit” button?The “Submit” button is located in the last section of the application. You will be unable to submit if you have not provided all the required information. If your application is complete and you are unable to submit it, please contact [email protected].
Can I make changes to the application once it has been submitted?You must contact the Simons Foundation to un-submit your full application before you can edit attachments or HTML sections. Please email [email protected] or call 646-654-0066 if you would like to un-submit your application prior to the March 1, 2019, deadline.
Will I receive a confirmation email when I submit?A confirmation email is sent upon submission of the application. Please contact [email protected] if you have not received a confirmation email within 10 minutes of submitting your application. Make sure that your spam filters allow emails from [email protected].

Full Proposal Requirements
Does the Simons Foundation require letters of support or collaboration?
We do not require letters of support or collaboration for co-investigators. If a letter is prepared, it can be uploaded as an appendix under “In-press papers on related topics.”
Is there a minimum percent effort for PIs or co-investigators?There is no minimum percent effort requirement for any personnel, but we expect personnel, in particular PIs and co-investigators, to have efforts that reflect their roles in the project.
What is required for a subcontract? Where do I add the subcontract budget and upload subcontract budget details?Applications with subcontracts must submit a subcontract budget for each subcontract awardee and grant year. The applicant PI must include the direct-cost budget totals for all subcontracts in the Consortium & Contractual Direct section and indirect costs for all subcontracts in the Subcontract Indirect Costs section. The subcontract budget can be downloaded in the Proposal Attachments section of the full application on proposalCENTRAL, and the completed budget should be uploaded there.
What is the funding period? When will funding begin?The grant period is two or three years. The maximum budget is $300,000, including indirect costs, per year, for two or three years. Exceptions with strong justification will be considered but are not encouraged.
Are references, figures and figure legends included in the narrative four-page limit? How should they be included?References, figures and figure legends are not included in the page limit for the full proposal. Please attach them at the end of the four-page narrative in the same PDF file. The Simons Foundation’s preference is for figures to follow the narrative rather than be embedded in the text.
What can I include as an appendix?‘In-press’ papers can be included as appendices, as well as any papers that you consider essential for the work of the review committee (not more than three). Any other material should be included, if possible, in the narrative.
If you have video attachments for your proposal, please upload them as an appendix (all file types are accepted). All appendices should be uploaded in the Proposal Attachments section of the application.
What are the font, font size and margin requirements?11-point legible font and 0.5-inch margins.

You can access and request information about SSC, Simons VIP, SPARK and AIC on SFARI Base. If you do not have a SFARI Base account, you must first create one. If you have problems with the login or have questions regarding the collections, please email [email protected].
How can I find out more about the data collected from SPARK participants?Please see the SPARK webpage for more information about the SPARK cohort and available data. Are biospecimens available from SPARK?No, but phenotypic and genetic data are currently available to approved researchers via SFARI Base.
How can I apply to recruit SPARK participants for my research studies?Researchers may submit an application on SFARI Base. The SPARK Participant Access Committee considers applications on a quarterly basis, but applications may be submitted at any time. Do budget limits include the cost of purchasing SSC, Simons VIP and AIC biospecimens?No, SSC, Simons VIP and AIC biospecimen costs are not included in the budget limit. Prices can be found on the price list on our website.
